A total of 646 vacancies have been announced across 11 posts under various Departments/Heads of Departments of Government of Odisha. The vacancies are distributed category-wise (UR, SEBC, SC, ST) with horizontal reservation for Women, Ex-Servicemen (ESM), Sports Persons, and Persons with Disabilities (PwD). The number of vacancies is provisional and subject to change as per discretion of the Commission/Requisitioning Authorities/Government.
Abbreviations: UR – Unreserved, SEBC – Socially and Educationally Backward Class, SC – Scheduled Caste, ST – Scheduled Tribe, W – Women (horizontal reservation within categories), ESM – Ex-Servicemen, PwD – Persons with Disabilities. Candidates belonging to Transgender community are also eligible to apply. PwD/Ex-Servicemen/Sports Persons shall be adjusted against the categories to which they belong.
OSSC CTSRE 2025 Recruitment – Eligibility Criteria
Candidates must fulfill all eligibility conditions as on the last date of submission of Online Application Form. Only Indian Citizens are eligible to apply. Candidates must be able to read, write and speak Odia fluently and must have passed Middle School Examination with Odia as a language subject, or HSC with Odia as medium, or passed Odia as language subject in Class-VII or above from a school recognised by Govt. of Odisha/Central Govt., or passed a test in Odia at Middle English School standard conducted by School and Mass Education Department.
OSSC CTSRE 2025 Recruitment – Age Limit
Candidates must be a minimum of 21 years and maximum of 42 years as on 01-01-2025, i.e., candidates must not have been born earlier than 2nd January 1983 and not later than 1st January 2004 (both days inclusive). Maximum age indicated is for Unreserved candidates. Relaxation in upper age limit is applicable as per Government of Odisha guidelines.
OSSC CTSRE 2025 Recruitment – Application Fee
Candidates are required to pay Examination fees through online mode only via the Odisha Treasury portal linked with the online application form. The examination fee paid shall be refunded to candidates who actually appear in Stage-I (Preliminary Examination). Applications without fee payment (except SC/ST/PwD candidates) will be treated as incomplete and liable for rejection. All candidates must mention their bank account details in the online application form to receive the refund.
OSSC CTSRE 2025 Recruitment – Selection Process
Selection shall be based on three stages: (i) Preliminary Examination, (ii) Main Written Examination (Technical Paper), and (iii) Certificate Verification. Allotment to a post/service shall be made on the basis of merit-cum-preference. Candidates must appear in all stages; absence at any stage will lead to rejection of candidature. Question papers shall be in both Odia and English versions; candidates must choose their medium while filling the online application form (option once given cannot be changed).
Stage 1 – Preliminary Examination (Objective Type)
Negative marking: 0.25 marks for each wrong answer. A minimum of 5 times the number of vacancies (post-wise and category-wise) shall be shortlisted for Main Written Examination. If vacancies in any post/category are less than 10, then candidates numbering 10 times the vacancies shall be shortlisted.

Candidates shortlisted after Main Written Examination shall attend Certificate Verification. - Candidates outside the age band of 21–42 years as on 01-01-2025 (except as per applicable relaxations for SEBC/SC/ST/Women/PwD/Ex-Servicemen).
- Candidates who cannot read, write, and speak Odia fluently and do not have the required proof (Middle School/HSC with Odia, or equivalent).
- Candidates who are not Indian Citizens.
- Candidates who have submitted more than one application for the same examination; only the last valid completed application will be retained and extra fees forfeited.
- Candidates with “likely to improve” (temporary disability) certificate under PwD category; such certificates are not eligible for PwD reservation benefits.
- CRPF, BSF, Indian Coast Guard and other Para Military Forces personnel claiming Ex-Servicemen status; they do not fall under the definition of Ex-Servicemen for this recruitment.
- Currently serving defence personnel with more than six months of service remaining as of the last date of online application registration, unless applying with a valid NOC indicating expected date of discharge.
- Candidates who are Government servants or PSU employees and cannot produce a valid No Objection Certificate (NOC) from their competent controlling authority.

Important Instructions for OSSC CTSRE 2025 Candidates
- The recruitment shall be guided by “Combined Technical Services Recruitment Examination Rules-2022” as amended from time to time.
- Candidates must possess a valid email ID and mobile number while applying and keep them active till completion of the recruitment process to receive important messages from the Commission.
- The appointment will be only against one of the posts carrying the corresponding pay as indicated in the vacancy table; candidates applying for more than one post/service must give option/preference for the post/service in case they qualify.
- The Commission will adopt a “Normalisation Formula” published vide Notice No.2444/OSSC dated 02.09.2021 for processing results if any examination is conducted through CBRE/OMR mode in multiple batches using different sets of question papers.
- No Admission Letter for recruitment at any stage shall be sent by post; candidates must download from www.ossc.gov.in regularly for updates.
- Candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last-hour rush.
- All posts are State Cadre posts; the candidate on selection may be asked to serve anywhere in Odisha.
- OBC (Creamy Layer) candidates are not entitled to SEBC reservation; they must apply under UR category.
- PwD candidates must ensure they possess a permanent disability certificate issued online and upload the scanned copy of the original (not photocopy) of the Disability Certificate/UDID Card.
- There shall be no provision for re-evaluation/re-checking of scores; no correspondence in this regard shall be entertained.

- In case of tie in scores, merit will be decided by: (i) Marks in Preliminary Examination, (ii) Date of Birth with older candidate placed higher, and (iii) Alphabetical order of names.
- The Commission’s decision in all matters relating to eligibility, acceptance/rejection of applications, mode of selection, conduct of examination, allotment of examination centres and preparation of merit list shall be final and binding.
