  • Enhancing efficiency of NHM initiatives using relevant IT solutions for Community Processes, CPHC, Mera Aspataal, Gunak, NQAS, LaQshya certification, HRIS, HRH, IPHS, DVDMS, Free Drugs initiative etc.
  • Working towards operationalizing under-developed applications like E-Supportive Supervision, GRS and Health Helpline.
  • Driving the process of defining, developing and roll-out of additional software requirements for IT applications and portals for NHM initiatives.
  • Liaising with different programs and program partners; working in conjunction with different programme divisions of MoH&FW on their IT Projects.
  • Supporting development of Common Registry for Facilities, Service Providers and Frontline Workers.
  • Reviewing existing applications and developing a mechanism for integration and data sharing in collaboration with NIC and MIS division of MoHF&W.
  • Generating comprehensive analytics that is timely and useful for policy makers and program managers at National and State level.
  • Recommending mechanisms for effective use of data for planning, service delivery and disease surveillance.
  • Supporting states in establishing the State level data center.
  • Designing strategies, planning, and ensuring delivery with quality and performance as per plan.
  • Managing IT Division Team; managing resources, budget for smooth and quality operations.
  • Managing stakeholders, coordinating with partners, reporting and communications.

Post 2: Consultant – Certification Unit (Quality and Patient Safety Division), NHSRC

Consultant – Certification Unit – Eligibility Criteria

The incumbent is expected to have good clinical background and excellent writing skills. The position requires strong moral and ethical code of conduct with essence of integrity and confidentiality. The position reports to Advisor – Quality & Patient Safety and is on contractual basis.

Only shortlisted candidates will be called for an interview. Incumbent is expected to have excellent writing skills and language proficiency, for which a screening test may be administered.

Written Test Condition: If the recruitment process includes a written test, a ratio of 1:5 will be adopted — for 1 vacancy, top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.

Consultant – Certification Unit – Roles & Responsibilities

  • Support in conduct of national-level assessments in allocated states from receipt of application till result declaration.
  • Manage data generated for preparation of fact sheets / data sets for analysis and national-level review.
  • Managing and implementing Quality certification in healthcare IT.
  • Monitor all certification-related activities and ensure completion in a time-bound manner.
  • Correspondence of final reports to MoHFW for final decision making on Quality Certification Status of assessed facilities.
  • Liaison with MoHFW officials, empanelled external assessors, Quality Experts, State / District QA nodal officers.
  • Coordination for National-level External Assessors Training.
  • Management of pool of Empanelled External Assessors.
  • Preparation of certification guidelines, short notes, and resource material for certification activities.
  • Vigilance in the ongoing national-level assessments.
  • Any other responsibility as allocated by Advisor QPS.

Post 3: Consultant – Drugs and Logistics (Quality and Patient Safety), NHSRC

Consultant – Drugs and Logistics – Eligibility Criteria

NHSRC intends recruiting Consultant – Drugs & Logistics purely on short-term basis. The incumbent would be expected to coordinate and facilitate implementation of the Free Drugs Initiative in the states and coordinate with MoHFW, software development organisations, states and other stakeholders.

  • Review, update, rationalize and map State Essential Medicines Lists (EMLs) in alignment with revised IPHS, NLEM and program-specific requirements.
  • Support categorization of medicines as Essential and Desirable; ensure regulatory compliance under Drugs & Cosmetics Act, NDPS Act and other frameworks.
  • Review and assess existing procurement, logistics and supply chain management systems across States/UTs and recommend evidence-based improvements.
  • Conduct situational analysis, field visits and gap assessments to support States/UTs under the Free Drugs Service Initiative (FDSI).
  • Assist States/UTs and MoHFW in adoption, customization and effective utilization of IT-based LMIS such as DVDMS, eAushadhi.
  • Analyse supply chain data from DVDMS and other LMIS platforms for monitoring drug availability, stock status, expiry management, lead times and performance indicators.
  • Support development and implementation of scientific quantification and demand forecasting mechanisms, including AI-driven forecasting models.
  • Undertake financial analysis of State proposals under PIPs, review approvals under Record of Proceedings (RoP), and assess budget utilization efficiency.
  • Develop guidelines / SOPs / guidance documents / training Modules.
  • Collect, compile, validate and analyse data related to drug procurement, supply chain performance, expenditure and availability; prepare analytical reports and policy briefs for MoHFW.
  • Coordinate with State Health Departments, Procurement Corporations, CDAC/HMIS/Statistics division teams and relevant Programme Divisions.
  • Support capacity building initiatives including workshops and technical trainings for state officials and supply chain personnel.
  • Track and review periodic data uploaded by states on DVDMS.
  • Any other function as allotted by Advisor – Quality & Patient Safety.

Post 4: Consultant – Quality and Patient Safety, NHSRC

Consultant – Quality and Patient Safety – Eligibility Criteria

The incumbent is expected to have good clinical background and excellent writing skills. Support to States requires extensive travel to the states — approximately one third of the time. The position reports to Advisor – Quality Improvement and is on contractual basis.

  • Work closely with community-based organizations especially those working with SHGs, ASHAs and other community platforms.
  • Enable and coordinate linkages with public health institutions, research organizations, academic bodies and technical support agencies for state and district-level CP-CPHC support.
  • Support implementation planning, roll-out, review, and course correction of CP-CPHC interventions in collaboration with state and national stakeholders.

  • Collaborate with technical teams to ensure technology solutions are user-centric, aligned with public health goals, and adaptable to decentralized state contexts.
  • Facilitate integration of digital tools with existing health information systems to improve data quality, timeliness, and utilization.
  • Promote capacity building of state and district teams on the effective use of digital tools for CP-CPHC implementation and monitoring.
  • Undertake additional assignments related to CP-CPHC as assigned by the Advisor – CP-CPHC.

NHSRC Consultant Recruitment 2026 – Common Selection Process

Selection for all Consultant positions will be based on shortlisting followed by an interview. A written test and/or presentation may be conducted to judge writing skills and language proficiency. Candidates selected in this interview could also be considered for other vacant positions at NHSRC requiring similar skill sets and at an appropriate level.
