Eligibility Criteria
- Qualification for Case Worker: Any women having a Bachelor in Law/ Social Work/ Sociology/ Social Science/ Psychology with at least 3 Years’ Experience of working on women related relevant domains in a Government or Non-Government Project/ Programme. She should be a resident of the local community so that local human resource and expertise is utilised for effective functioning of the centre.
- Qualification for Psycho-social Counsellor: The service could be outsourced to any woman having professional degree/ diploma in psychology/ psychiatry/neurosciences with a background in health sector and preferably with at least 3 years’ Experience of working with a Government or Non-Government Health Project/ Programme at district level.
- Qualification for Multi-purpose Staff/Cook: The multi-purpose activity could be outsourced to any person who is literate with knowledge / experience of working in the relevant domain. High school pass or equivalent will be preferred.
Salary/ Stipend
- Consolidated service fee as per the limits and instructions determined by the Government of India, and in the future, the service fee will be given according to the increase as per the Government of India.
Age Limit (as on 01-01-2026)
- The age of the candidate for the above posts should not be less than 21 years and more than 35 years as on 01.01.2026. As per the instructions issued by the State Government from time to time, the maximum age limit for them including all relaxations will not be more than 45 years.

Selection Process
- Merit will be prepared on the basis of numerical system based on qualifications and then selection process will be done on the basis of walk-in-interview/skill test.
- Weightage of 100 marks on the percentage obtained in the minimum educational qualification required for service providers posts, maximum 60 marks.
- For each additional year of experience after the minimum experience for service providers posts, 02 marks will be given, maximum 10 marks.
- Applicants having work experience in the field of State Women Helpline or Sakhi One Stop Centre will be given 02 marks per year as bonus marks, which will be up to maximum 10 marks.
- On the basis of the above, merit will be prepared on the basis of total 80 marks.
- 20 marks are fixed for walk-in interview/skill test. The candidate must have knowledge of local language/dialect. Criteria will also be kept on this basis during the walk-in interview.
- In case of equal marks in the selection merit list of candidates, preference will be given in selection on the basis of seniority in age.
General Information/ Instructions
- All the above service provider posts are only for female candidates.
- Age verification/support will be done on the basis of birth certificate or 10th mark sheet, in which date of birth is mentioned. It will be mandatory to bring original copy and self-attested copy at the time of document verification.
- It is mandatory for the candidates to be native residents of Chhattisgarh for the posts. Only residence certificate issued by competent authority will be valid.
- Experience certificates submitted by applicants in the application will be valid only after the period after completion of educational qualification.
- The selected candidate will have to undergo medical examination within 01 month after selection and submit fitness certificate. If found unfit in medical examination, their services will be terminated.
- Sakhi One Stop Centre is a work of extremely sensitive nature, so the selected candidate will have to undergo background verification by police after appointment and will have to give the related certificate to the office at the time of taking charge. At the time of applying, the applicant will also have to submit non-conviction certificate with the application.
- The work of Sakhi One Stop Centre is legally extremely important from the point of view of sensitive nature and confidentiality of victims. It will be mandatory for the selected candidate to maintain confidentiality of all matters related to work, matters related to victims/cases and data after being present in service and to submit affidavit in this regard and if violation is found, action will be taken to terminate the service.
- Any candidate who has married before the minimum age limit prescribed for marriage will not be eligible for appointment. In case of selection, the selected candidate will have to submit affidavit in this regard notarized on Rs. 50/- stamp paper.
- Candidates who have married a person who already has a living spouse will be considered ineligible, and will be immediately separated from service.
- It will be mandatory to submit the application form in the prescribed format. The desired certificates and mark sheets and other documents with the application form should be self-attested/verified.
- In relation to experience, the candidate will have to attach full-time work experience self-attested experience certificate issued by the employer of the concerned institution.
- The decision of the Collector will be final regarding validating the experience given in the application by the applicant.
- Any type of voluntary service certificate will not be valid as experience.
- Employees working in government/semi-government institutions will have to submit their application form along with no objection certificate from the employer, otherwise the application form will not be considered.
- Candidates will not be given separate information regarding incomplete, unclear and erroneous application forms and such application forms will be invalidated.
- Candidates participating in walk-in interview/skill test will not be entitled to any type of travel allowance/expense allowance.
- No new documents will be accepted at the time of claim objection.
- Applications will not be accepted before the prescribed date.
- If any candidate has been separated from service due to unsatisfactory work/behavior in any government institution/semi-government/non-government institution of the state earlier or their contract period has not been extended, then the application made by such candidate for the above posts will be disqualified.
- Separate application will have to be given for each post. The name of the post for which application is being made should be clearly mentioned in the application form. Otherwise the application will be canceled. The applicant’s name and complete address for correspondence (including e-mail address and mobile number) must be mentioned in the application form.
- No relaxation will be given in the mandatory educational qualification.
- Service providers appointed on lump sum service fee under the scheme will be governed by Chhattisgarh Civil Services Conduct Rules 1965 and will be bound to follow these rules.
- Only lump sum service fee will be payable to the service providers appointed on these posts and no other salary allowances, gratuity grant will be payable in addition to this.
- These service providers will be eligible for maternity leave facility. In special circumstances, if required, if sent on travel or sent for training, travel allowance will be payable as per rules after due approval.
- The appointment authority for all the posts sanctioned under Sakhi One Stop Centre will be the District Collector.
- The selection committee to be formed at the district level for selection on the vacant posts of Sakhi One Stop Centre will take necessary action for selection as per the prescribed criteria and recommend to the District Collector.
- Invited applications will be merit prepared on the basis of numerical system as above and applicants will be invited for walk-in-interview/skill test in the ratio of 1:5 for each post from the merit list as the selection committee deems appropriate and final selection list will be prepared as per the above process and selection will be done. The recommendation list for selection by the selection committee will be sent to the District Collector and appointment order will be issued by the District Collector.
- As per the approval given by Chhattisgarh Government, Women and Child Development Department letter no. /3232/1538/सा/2024/50 dated 10.09.2024, the process of filling the posts of lump sum salary/contract salary/ in the District Women Empowerment Centre to be established in the districts is under process. If these service providers are selected for any post on the basis of their qualification, experience for walk-in-interview, then they should be given priority during the walk-in interview.
- Therefore, in the light of clause 2.10, if the surplus service providers of Sakhi One Stop Centre, whose services have been terminated or are under process, apply for the posts of Sakhi One Stop Centre, then their applications should be given priority for the purpose of their adjustment on the basis of qualification, experience of these service providers for the purpose of taking benefit of their experience.
- On all these posts, eligible candidates will be selected/appointed for a period of 02 years on lump sum service fee for the first time and thereafter, on the basis of work qualification, work capacity and behavior and on the basis of the recommendation of the controlling officer, the service period can be decided by the District Collector to extend for 01 year each time after assessing the suitability, otherwise the appointment will be considered automatically terminated on non-extension of the period on expiry of the service period.
- The appointment of the selected service provider will be completely temporary and can be terminated without assigning any reason. During the work period, the appointment can be terminated by either of the two parties by giving one month prior notice or by paying one month’s salary in lieu thereof.
- The period of these posts will be limited only till the period of operation of the scheme by the Government of India and thereafter the posts will be abolished. After the abolition of the posts, the department will have no responsibility for the service providers working on these posts.
- The decision of the District Collector regarding selection will be final and valid.
