Eligibility Criteria

QUALIFICATIONS

  • A degree of a recognized University.
  • Ability to read, write and speak in Bengali (not required for those candidates whose mother tongue is Nepali vide Finance Department’s Notification No.1243-FP dated 02.03.2016).

Note:

  • The candidates must fulfill the requisite qualifications by the closing date of submission of application.
  • Knowledge of Bengali will be tested for candidates whose mother tongue is other than Bengali/Nepali at the time of Personality Test. Candidature of the candidates with poor performance in the said knowledge of Bengali Test shall be liable to be cancelled.

Special Conditions

SPECIAL CONDITIONS FOR:

  • West Bengal Police Service (Group B Service): The minimum height requirement is 1.65 metres for male candidates and 1.50 metres for female candidates subject to relaxation in the case of candidates belonging to races such as Gorkhas, Garwalis, Assamese, Tribals etc. Candidates intending to be considered for this Group must indicate their height in appropriate column of the application form.
  • Assistant Canal Revenue Officer: They will have to work in remote areas and their jurisdiction will cover a large number of villages. They will also be required to attend Tahsil and Zilla Offices for which they may have only cycles as the means of transport and to face and tackle general public.
  • West Bengal Junior Social Welfare Service: For service in the Homes for the Blind and/or Deaf and Dumb, a degree or Diploma or certificate in the training of Blind and/or Deaf and Dumb shall be an essential qualification. Any person not possessing the above qualification may be appointed in these Homes on condition that he/she will have to receive in-service training for teaching of the Blind and/or Deaf and Dumb. Male candidates will be unsuitable for the posts meant for institutions for females and female candidates unsuitable for the posts meant for institutions for males.
  • West Bengal Subordinate Land Revenue Service, Grade I: No person shall be appointed to the service unless he has good working knowledge of the Bengali Language, written and spoken (candidates whose mother tongue is Nepali shall be exempted from this requirement, but will be required to pass, within a period of two years a departmental examination in Bengali). Selected candidates for West Bengal Subordinate Land Revenue Service, Grade-I shall be appointed provisionally and shall undergo a period of six months in-service training during which they will draw the initial of the scale of pay and allowances as admissible. The training shall include subjects such as cadastral survey, preparation of records-of-rights, Revenue Laws, elementary instructions in all other laws relevant for the service. Incumbents who do not apply themselves to the in-service training with due diligence or fail to pass the end of Training Examination shall be liable to be discharged without notice. The period of training may also be extended in special circumstances.

Salary/Stipend

Group A Services: Pay Level 16: ₹56,100 – ₹1,44,300 besides D.A., M.A. and H.R.A. admissible as per rules

Group B (WB Police Service): Pay Level 16: ₹56,100 – ₹1,44,300 besides D.A., M.A. and H.R.A. admissible as per rules

Group C Services:   

  • Pay Level 15: ₹42,600 – ₹1,09,800 besides D.A., M.A. and H.R.A. admissible as per rules
  • Pay Level 14: ₹39,900 – ₹1,02,800 besides D.A., M.A. and H.R.A. admissible as per rules
  • Pay Level 12: ₹35,800 – ₹92,100 besides D.A., M.A. and H.R.A. admissible as per rules

Group D Services: Pay Level 10: ₹32,100 – ₹82,900 besides D.A., M.A. and H.R.A. admissible as per rules

Age Limit (as on 01-01-2024)

  • For Group A & C Services: Not below 21 years but not more than 36 years (i.e., born not earlier than 2nd January, 1988 and not later than 1st January, 2003)
  • For Group B (WB Police Service): Not below 20 years but not more than 36 years (i.e., born not earlier than 2nd January, 1988 and not later than 1st January, 2004)
  • For Group D Services: Not below 21 years but not more than 39 years (i.e., born not earlier than 2nd January, 1985 and not later than 1st January, 2003)
  • Note: Those candidates whose date of birth lies between 1st January, 2003 to 1st January, 2004 (i.e., whose age is between 20-21 years as on 01.01.2024) may apply for Group B only.
  • Age as recorded only in the Madhyamik or equivalent certificate will be accepted.
  • The age limits apply to all the candidates whether in Govt. service or not.

Relaxation in Age Limit:

  • The upper age limit is relaxable by 5 years for S.C./S.T. candidates of West Bengal
  • Relaxable by 3 years for O.B.C. (Non-Creamy Layer) candidates of West Bengal
  • For Persons with Benchmark Disabilities (PwBD 40% and above), the upper age limit is relaxable up to 45 years
  • The S.C./S.T./O.B.C. candidates of other States shall be considered for Unreserved posts only
  • No claim for being a member of SC/ST/OBC(Non-Creamy Layer) or a Person with Benchmark Disability will be entertained after submission of the application

Application Fee

  • General/OBC Candidates: Rs. 210/- (Rupees two hundred ten only) plus service charges wherever applicable through online mode only
  • SC/ST Candidates of West Bengal: No fee (Exempted)
  • Persons with Benchmark Disabilities (PwBD 40% and above): No fee (Exempted)
  • Note: OBC candidates are required to pay usual fee. No exemption of fee is available to SC/ST candidates of other States
  • No claim for refund of the fee will be entertained nor will it be held in reserve for any other examination

Important Dates

  • Commencement of submission of online application: 18th November, 2025
  • Closing date for submission of online application: 9th December, 2025 (up to 3:00 PM)
  • Closing date for submission of fees through online: 9th December, 2025 (up to 3:00 PM)
  • Edit Window: 12th December, 2025 to 18th December, 2025 (up to 3:00 PM)
  • Preliminary Examination (Tentative): March, 2026 or thereabout
  • Main Examination: To be notified later (will be held in Kolkata)
  • Personality Test: Will be held thereafter in the office of the Public Service Commission, West Bengal, in Kolkata

Selection Process

The W.B.C.S. Exe. etc. Examination consists of two parts:

  1. Written Examination (conducted in two successive stages)
  2. Personality Test

Written Examination Stages:

  • Stage 1 – Preliminary Examination: Objective (MCQ Type)  

    • Serves as a Screening Test only
    • Marks obtained will NOT be considered for final selection
    • Only qualified candidates will be eligible for Main Examination
    • To be held at various centres in Kolkata and other districts in West Bengal
    • Tentatively scheduled for March, 2026 or thereabout

  • Stage 2 – Main Examination: Both Objective (MCQ Type) and Conventional Type  

    • Selected candidates from Preliminary Examination will be allowed admission
    • Will be held in Kolkata
    • Date to be notified later

  • Personality Test:  

    • Selected candidates based on Main Examination results will be called
    • Will be held in the office of the Public Service Commission, West Bengal, in Kolkata
    • No separate Personality Test for different groups
    • Candidates must specify order of preference for posts/services

Final Merit List:

  • Will be prepared on the basis of marks obtained in Main Examination and Personality Test taken together
  • Allotment will be made in order of merit and according to number of vacancies
  • Due consideration will be given to preferences indicated by candidates

Category-wise Qualifying Marks (Aggregate):

  • UR (Unreserved): 40%
  • EWS (Economically Weaker Section): 40%
  • OBC-A/B: 38%
  • SC (Scheduled Caste): 35%
  • ST (Scheduled Tribe): 30%
  • PwBD (Persons with Benchmark Disabilities): 30%
  • MSP (Meritorious Sportspersons): 40%

Note: The Commission has the liberty to further relax qualifying marks if sizable number of posts in Reserved Category remain unfilled. There shall be negative marking for each wrong answer to multiple choice questions (MCQ Type).

How to Apply

Mode of Application: Applications can be submitted through ONLINE only.

IMPORTANT: Submission of more than one application by the same candidate is strictly forbidden and such applications are liable to cancellation.

Step-by-Step Application Process:

  1. Visit the official website of Public Service Commission, West Bengal at https://psc.wb.gov.in
  2. Click on the link for “West Bengal Civil Service Exe. etc. Examination, 2024” or “Advertisement No. 08/2024”
  3. Read the official notification carefully before applying
  4. Click on “Apply Online” link
  5. Register yourself by providing required details (if new user)
  6. Login with your credentials
  7. Fill the online application form with accurate details:  

    • Personal details
    • Educational qualifications
    • Choice of Groups (A, B, C, and/or D)
    • Choice of examination centre
    • Height (mandatory for Group B – Police Service applicants)
    • Upload recent photograph and signature as per specifications

  8. Pay the application fee online (Rs. 210/- + service charges for General/OBC candidates)
  9. Submit the application form
  10. Take a printout of the submitted application for future reference
  11. Note down the Registration Number/Application Number for future correspondence

Edit Window Facility:

  • Applicants can edit some fields during the Edit Window period (12th to 18th December, 2025)
  • Access the Edit Window by logging into your account at https://psc.wb.gov.in
  • Verify all details carefully and obtain a printout to identify discrepancies
  • The Edit option can be availed only ONCE during the specified period
  • No request for any change will be entertained after 18th December, 2025

Documents Required (to be mentioned in application):

  • Any one Photo ID proof with number and issuing authority:  

    • Madhyamik or equivalent certificate bearing photograph
    • Passport
    • PAN Card
    • EPIC (Voter Identity Card)
    • Driving Licence
    • Any other ID proof issued by State or Central Government

  • Candidates must bring the same Photo ID Card in original at the examination venue

Important Instructions:

  • Candidates must indicate the particular Group(s) for which they intend to compete
  • No further application for change of groups will be entertained
  • Admission to the examination will be deemed provisional subject to determination of eligibility
  • The candidate must be a citizen of India or such other nationals as declared eligible by Govt. of India
  • The candidate must have good health and character and suitability in all respects for appointment to Government Service

Particulars and Certificates Required

A candidate claiming to be EWS/S.C./S.T./O.B.C. (Non-Creamy Layer) or Persons with Benchmark Disabilities (40% and above)/Meritorious Sportspersons must have a certificate in support of his/her claim from a competent authority of West Bengal issued on or before the closing date of submission of application.

1. For S.C., S.T., O.B.C. (Non Creamy Layer) Candidates:

  • In the district: The Sub-Divisional Officer of the Sub-Division concerned
  • In Kolkata: The District Magistrate, South 24-Parganas or such Additional District Magistrate, South 24-Parganas, as may be authorized by the District Magistrate, South 24-Parganas, in this behalf and the District Welfare Officer, Kolkata and Ex-officio Joint Director, Backward Classes Welfare
  • Vide the W.B.S.Cs./S.Ts. Identification Act, 1994 and S.C./S.T. Welfare Deptt. Order No. 261-TW/ECM/R-10/394 dated 6.4.95 read with B.C.W. Deptt. Order No.6320-BCH/MR-84/10, dated 24.09.2010 and No.2420-BCW/MR-61/2012 Pt., dated 12.07.2013
  • IMPORTANT: OBC candidates should submit renewed/revalidated certificates regarding Non-Creamy Layer status prior to interview and at the time of appointment as per existing Govt. rules

2. For Persons with Benchmark Disabilities (PwBD):

  • A Medical Board constituted at Government Medical College Hospitals in Kolkata, District Hospitals and Sub-divisional Hospitals as per extant provisions laid down in the RPwD Acts and Rules
  • Certificate (APPENDIX-I) regarding Physical Limitation in an Examinee to write (Required for only those PwBD candidates who opt for Scribe and Compensatory Time)

3. For Meritorious Sportspersons (Applicable only for Group D Posts):

Note: Area of competition other than those mentioned above shall not be considered for granting M.S.P. Status.

4. For EWS Candidates:

  • The Benefit of reservation under EWS category can be availed upon production of an Income and Asset Certificate issued by competent authority in prescribed format
  • In the District: Additional District Magistrate in charge of development matters of the District concerned
  • In Kolkata: District Welfare Officer, Kolkata and Ex-officio Joint Director, BCW (TD) in respect of Kolkata covering the jurisdiction of the Kolkata Municipal Corporation Area
  • In terms of PAR Department Notification No. 325-PAR/AR/3P-1/2019 dated 09.07.2019 read with BCW Department Memo No. 959-BCW/MR-52/2019 dated 18.05.2023
  • IMPORTANT: EWS candidates must submit their renewed/revalidated certificates regarding EWS status prior to interview and at the time of appointment, as per existing Government rules

General Requirements:

  • The Public Service Commission may require such further proof or particulars from the candidates as it may consider necessary
  • The Commission may make enquiries about their character and other particulars regarding suitability and eligibility
